You should detain all goods consigned by or to firms, who are onthe Statutory List under Trading with the Enemy Extension of Powers Act, which are brought into port in transit on British or subject as below Allied vessels.

I presume that the law of Colony regarding the prohibition of exportation enables this to be done: not, you should pass the necessary legislation. in transit on Allied vessels should only be detained if the Consular authorities of country to which ship belongs do not object. If the Consular authorities object, the goods should be allowed to proceed, but pou should report the case to me. In all cases detention should be followed by pro- secution under the local Trading with the Enemy Law where the circumstances admit. You should not detain goods in transit which are consigned to or by firms on the General Black List, but who are not on the Statutory List.
