In reply to your letter of March 1st (9618/1916) enclosing copy of a telegram from the Governor of Hong Kong, with regard to two proposed exports of antimony regulus to

Mesers. Frame and Mesars. Vogelstein of New York, I am directed by the Minister of Munitions to state, for the in-

formation of Secretary Sir Edward Grey, that he has no ob- jection to the proposed exporte, provided that the antimony regulus is in each case consigned to His Majesty's Consul-

General at New York.

I am to add, however, with reference to the parcel for Messrs. Vogelstein, that the Minister is inviting Sir Edward Grey to consider whether it would not be desirable that Messrs. Togekstein should be placed upon the Statutory Black List, under the Trading with the Enemy (Extension of

Powers) Act, 1915.

I am, accordingly, to say that the Minister proposes to ask Sir Edward Grey to instruct His Majesty's Consul-General, pending the decision of this question, not to deliver the anti- mony in question to Messrs. Vogelstein.
