With regard to the date from which this promotion should take effect I would remark that my Predecessor's rule uled in several cases occurring in other Colonies that Col. Regg. 79 and 79A do not apply in cases of officers appointed to act on probation or to act pending re-organization or pending further conson. as to the manner in which a substantive post should be filled. The Regulations apply only in cases of ordinary promotion, where a Gov. appoints an acting Officer, whom at the same time he is recommending to the S. of S. for the substantive appointment.

In the cases of Officers appointed on probation or pending further conson of the manner of filling a post my Predecessor considered that where the acting Officer finally received the
