16 With reference to your letter No. 59354/1915 of 4th January, 1916, to the Home Office, transmitting dividend warrants addressed to German subjects in Hong Kong, I am directed by Secretary Sir Edward Grey to inform you that he does not consider it possible to raise objection to the transmission of these warrants to the addressees, if the latter are bona fide resident in Hong Kong, to which colony the Proclamations relating to trading with the Enemy in China do not apply.

I am to suggest that, should Mr. Secretary Bonar Law see no objection, the warrants, which are enclosed herewith, should be returned to the Governor with an intimation to this effect.
