Army Council enquire whether arrangements can be made for censoring correspondence of Chinese labourers for France Letters from labourers would be examined before despatch as far as possible could remainder be censored at Hong Kong?

Army Copncil wish that if possible all letters to labourers from China should be read at Hong Kong and labourers would be informed to tell correspondents to send their letters to Hong Kong where they would be made up in special bags to be sent to France. Can necessary arrangements be made at Hong Kong? Commissioner Weihaiwei has been asked to communicate with you, and arrangements can be made, to instruct labourers as above.
