With reference, to the attached copy of a telegram despatched to the Officer Administering the Government of Hong Kong, I am commanded by the Army Council to inform you that the Council consider that any attempt to raise Native units in Hong Kong at the present time may be a serious bar to the successful raising of a Corps of Chinese Coolies for service in France now being made.
