As regards (1) I do not see any necessity to alter the
existing arrangements, which provide for the passing to
Shanghai of all information affecting that place. As regards
(2) the principle to be followed is that both Shanghai and
Singapore must be informed. The ways and means of carrying
out this principle may be left to the local officers to work out.
I suggest that the other places be informed of the
establishment and scope of the Bureau and of the general
principle laid down above.
