With reference to the scheme for obtaining labour
in China, I am commanded by the Army Co∙moil to inform you that
they propose to send out on 'onday October 9th to Tại Hai Tei
se their agent for rearuiting Chinese Coolies, '[.T.J. Journo,
!.I.C.de, Engineer in Chief, Pukou -(lin Yang Railway.
It is suggested that "r.Bourne should go first to
Poking to consult with Sir J.Jordin as to the procedure for
collecting the Chinese aŭ Fei Hai Fei. fr.Journe would then go
to Fei Hai Wei where hạ would be responsible for receiving,
approving, enlisting, olothing and despatching the men after
they had been collected.
I am to request that sir J, Jordan may be informed
of these proposals.

giving further details regarding the subordinato staff whion
it is proposed to send out with 'tr, Bourne and also the terma
considered suitable for the Chinese labour,
