Term of agreement.

The period of engagement to be for the duration of the war and for a period not exceeding six months in addition if required.

Organization.

To be organized in Battalions of 1,000 with small corps headquarters.

The suggested establishments are attached.

Pay.

officers to draw infantry rates of pay and allowances

with £50. outfit allowance,

Warrant Officers and Non-commissioned officers

(British) to draw infantry rates of pay and

allowances and separation allowance if entitled,

It is suggested that the rates of pay for Chinese personnel should be consolidated rates, inclusive of all pay and allowances (including separation, family or dependents allowances), in addition to ratione quarters and uniform. They should, it is considered, be based on the market rate. for civil labour of the coolie class in China, with some slight addition in view of the unusual circumstances.

For this purpose it is thought that the rates of pay similar to those formerly in force for the Chinese

Regiment might be adopted viz.,

In the case of the South African Coloured Labour Battalion it has been decided to withhold a portion (3rds

in that case) of their pay until discharge and it is for consideration whether it is necessary or desirable to follow

a similar plan in the case of the Chinese, and I am to ask that Mr. Secretary Bonar Law may be good enough to favour the Council with his views on this point as well as the question of rates above mentioned.

In the event of labour not being obtainable at these rates the Council request that the Governor and Commander-in- Chief, Hong Kong be asked to report the minimum rates at which such labour could be obtained.

A gratuity of £1. for each full year and for any uncompleted portion of a year of service will be granted on termination of service.

In the case of disability or death due to the service compensation to be paid in the form of gratuities not exceeding the following rates

The issue of pay will date from the date of Gazette

in the case of officers and from date of attestation in the case of other personnel and will cease on the date of discharge which will take place with all convenient speed at port of disembarkation in Hong Kong.

No proficiency pay or working pay will be issued for officers or men whether British or Chinese.

The Council would be glad of information as to how

far the number of recruits required could be obtained locally without incurring the payment of travelling expenses from the men's homes to the place of enlistment and their return to their homes on discharge, together with an estimate of the cost
