The Director of Special Intelligence
prosents his complimente to the Under Secretary of
State for the Colonies and with reference to the
accompanying note from the Swedish Minister, a copy of which was sent to the Colonial uffice in Foreign office letter of the 29th May, would be glad if it could be ascertained by telegraph whether, as is assumed, the 8.S."Japan" voluntarily entered the territorial waters of Hong Kong but without the
intention to land the mails to be forwarded by the
local Postal Administration, whether mails landed
from ships in such circumstances are treated by the Consorship in the same way as muile entrusted by
another Postal Administration to that of Hong Kong, whether any mails have been removed at Hong Kong
from ships oraored into that port when on the high
soas and if so whether they have been treated in the
same manner.
Brigadior-General Cookorili aoas not think that Colonial Office telegram to the Governor of Hong Kong dated the 30th July, 1915, (34826/1915) was
intended to authorise the removal of mails from a
neutral ship for examination and he wo ld be glad if he could be furnished with a copy of any subsequent instructions sont to the Governor on this subject and
of any report received from him.
