In connection with complaint of Swedisha kinister as to maile removed from 5.5."Japan" telegraph whether "Japan" voluntarily enteroa Hong Kong territorial waters but without intention of landing any mails with a view to their being forwarded by local postal administration whether mails removed from ships in such circumstances are treated in same way as mails entrusted by another postal administration to that of Hong Kong, whether any mails have been removed at liong kong from ships ordered into port when on high soas and if so whether they haveboan treated similarly.
