letter from the Governor of Hong Kong dated 27th January, 1916, I am commanded by the Army Council to acquaint you, for the information of Mr. Secretary Bonar Law, that they do not consider that the case of the prisoner Julius Gabriel falls within the schedule attached to War Office letter 0103/5602 (D.P.W.) of 1st November, 1915.
