The Philippine troops will be made up of nine
regiments of Infantry, two regiments of Field Artillery
and one regiment of Engineers.
The numerical ratio between American and native
troopa is based on the standard established by the British
in India.
SEIZURE OF ARMS AND AMMUNITION AT SHANGHAI.
An attempt was made by five Chinese on December 2nd
to sell fire arms in the International Settlement, Shanghai,
without a licence. Details of the proceedings of the Court
are attached as Appendix A.
SITUATION IN SOUTH CHINA.
From censored telegrams and other sources of information, it would appear that a widely spread revolutionary
movement is on the eve of breaking out. The movement is
probably fostered by Sun Yat Sen, and the excuse anti-Monarchical The province of Yunnan together with Kweichew and possibly Szechuan and Kwangsi, as far as can at present be ascertained, are said to have declared their independence. Large bodies of Northern troops have gradually and unostentatiously been moved to Shanghai and the Yangtze valley and three divisions are reported to be moving to Yunnan via Szechuan.
CANTON. There is undoubtedly much uneasiness in Government Official circles and General Lung appears to be in constant dread of assassination and is taking unusual precautions for his self protection.
