With reference to your letter of the 8th November
F.L No.52092/1916 and previous correspondence respecting the construction of Ships for foreign owners at Hong Kong and the Straits Settlements, I am directed by the Board of Trade to state, for the information of Mr Secretary Bonar Law, that they concur in the proposal to inform the Governors of those Colonies that the term "the period of the war" is to be interpreted as meaning until the final signature of the Treaty of Peace with Germany.
