It appears from your letter of the 9th of August (No.34910) that the Board's letter was sent to the Governor of Hong Kong with a recommendation that the same course should be adopted as regards vessels build- ing for a neutral flag at Hong Kong

The Board consider that it is very desirable that a policy of this kind should be adopted throughout the Empire and I am to suggest, for Mr. Secretary Bonar Law's Jonsideration, that it might be expedient to send a telegram to the Governor of Hong Kong urging that the vessels now under construction should not be allowed to be transferred to neutral flags until definite arrangements have been made for time-chartering to an approved British firm, say for the period of the war and six months after- wards, at about half the market rates.
