With reference to your letter of the 19th April (17576/1916) respecting the exportation of lead, I am directed by the Board of Trade to state, for Mr. Secretary Boner Law's information, that they now understand that the Ministry of Kunitions of War do not desire that an absolute prohibition of export should be imposed in regard to "lead, sheet, pipe or scrap (including solder containing lead)".

The Board have, therefore, recommended that the follow- in headings should be included in the Royal Proclamation which will shortly be issued, namely :-

On Dist A.

Lead, pig.

On List F.

Lead, sheet, pipe or scrap (including

Bolder containing lead).

I am to add that as the Ministry of Munitions of War will be able, in virtue of the absolute prohibition, to ration exports of pig lead to Hong Kong, the Board see no call for the despatch of special instructions to the Governor, £8 suggested in paragraph 2 of your letter.
