continues, no money will be allowed to be withdrawn from such
special account, except under licence given on behalf of His
Majesty's Government, and that no charge on the account will
be allowed or recognised without such licence; (b) that the
goods are either sent direct from Holland, or, if sent via
the United Kingdom, are entered on arrival for immediate
exportation under the Transhipment Regulations, and (c) that
the conditions and formalities prescribed by the Colonial
Government in connection with the importation of goods of
Belgian origin into Hongkong are complied with.
The conditions on which delivery of each consign-
ment will be given to the importer in Hongkong are as follows:
The local Custome authorities must be furnished
with
(1) the authority of the local Government to make the
importation;
(2) an undertaking by the importer that no payment will
be made for the goods except to you;
(3) a certificate granted by a British Consular
Officer in Holland to the effect that he is satisfied that
the goods are in fact of Belgian origin.
N.B.
In those cases in which certificates of origin
are not required for goods imported into Hongkong from
Holland they will not be required for goode of Belgian origin.
Before authorising the importation the local
Government must have received copies of this authority and the
undertakings referred to in (a) (i) and (ii) above. These
documents will be sent to the local Government by the Colonial
Office.

Colonial Office as required by (a) (i) and (ii) above to give
