With reference to your application for permission

to obtain goods of Belgian origin with a view to their ship-

ment to Hongkong, I am directed by the Board of Trade to draw

your attention to the Trading with the Enemy Proclamation

of the 16th February, 1915, which extends the provisions of

the Trading with the Enemy Proclamation of the 9th September,

1914, to all territory in the effective military occupation

of an enemy, and in virtue of which it is prohibited to

trade with or pay money to or for the benefit of firms

situated in the occupied part of Belgium, without the express

permission of His Majesty's Government.

The Board of Trade are, however, prepared in

suitable cases and under certain conditions to authorise

firms in this country to obtain and supply goods of Belgian

origin for shipment to Hongkong and they hereby authorise you to obtain and ship such goods, provided (a) that you furnish

to the Colonial Office (1) an undertaking in respect of each

consignment that you will pay the purchase money into a

special account, in the name of the Continental exporter, in

a Bank in the United Kingdom and will when called upon on

behalf of His Majesty's Government furnish evidence of such

payment within a reasonable period, and (ii) an undertaking by the Bank that, so long as the enemy occupation of Belgium
