A meeting of the Finance Committee followed, the COLONIAL-SECRETARY pre- siding: -

The supplementary Appropriation Bill was considered in Committee and agreed

to without amendment.

Honorarium to Government Analyst

The Governor recommended the Council to vote a

sum of two hundred pounds (£200) in aid of Miscellaneous Services. honorarium to Mr. F. Browne, late Gov- ernment Analyst.

THE CHAIRMAN- The Governor has already explained this gratuity for Mr. F. Browne.

The vote was agreed to.

Railway Engineer's Honorarium

The Governor recommended the Council to vote a sum of two hundred pounds (£200) in aid of Miscellaneous Services, honorarium to Mr. R. Baker, Engineer of Ways and Works, Kowloon-Canton Railway.

upon to take Over charge of the terminal station at Kowloon, and ar that tinie it Wak pointed out that this was outside his ordinary duties as engineer of Ways and Works. At that time the Secretary of State said he would be prepared to con-

sider a vote of that description upon report that the work was satisfactorily completed. ln March last the manage of the railway reported that the archi tect, when designing the building, left a great deal of work to the engineer charge of the erection, evidently feeling that he would be at hand to supply details when necessary. That had not been the case, so that Mr. Baker had upon many Occasions been called upon not only to supply details but al to make corrections in the drawings where they were found to be incorrect. The manager added that he considered Mr. Baker was deserving of every appre riation, and he recommended him for the bonus promised to him on the completion of the building. The recommendation had been forwarded to the Secretary of i State, and he had agreed to it, and that yote was now being asked for.

The Chether in their letter of the 10th February, dressed to the Attomey-Gianeral, pointed out that the longer energy trade marks were off the market the less valuable they would become, and they emphasised thin vien in their letter of the 15th July, 1915, ndressed to this office.

The steps taken by this Government have given effect to the wishes of the Cha bez. Applications by interested perties for licences to use onery marks have been refused: sale of enemy merke by liquidators has been prohibited; and instruct- ions have been given that proceeding ar. to be taken sains any persons, whether Chinese agents of the enemy owners or
