I attended the meeting at the 1,0.

yesterday to discuss the proposals for the agency to control Indian sedition in the Fast.

The discussion, which was somewhat pro-

longed, turned mainly on the activities of the agency in China, Dutch Est Indies, Mun- il and Japan. There was no difficulty as regards Singapore and Hong Kong. It was fully understood that in those Colonies the Agent would act in a purely advisory capacity,

and would take no executive action except through the local authorities. He would not ppoint local agents, but would a vise the local Covenners as to their appointment.

It was proposed that he should have a central office at Singapore, where he would collect intelligence and make range ents for its distribution. It was the general view that

this distribution of intelligence would con-

tinue in the Hands of the 0.0.C. I saw no objection to this, merely premising that the 0.0gC. should ke p in close touch with the Governor. This has worked all right so far,

I think, and it is clearly unnecessary to

duplicate all telegrams sent home.

A raft telegram to the Indin Govt, was drawn up, and will be circulated officially

for concurrence.
