P.-Baroness Winckler. Reference to our telegram, 197 1.S., dated 30th December. Having again altered his plans, Burendrecht now wishes his step- daughter to proceed via Hong Kong and Vancouver to Washington and to leave Bombay on 24th February. It is proposed that Baroness should travel from Hong Kong by Empress Line, probably on S.S." Empress of Russia," sailing on 23rd March. It is understood that she will not be allowed to land at Hong Kong or Vancouver and proceed to Washington without special permission. May we give her this permission? To travel by Japanese Line to San Francisco would involve difficulties for her. An early reply would be

convenient.
