In reply to your letter of the 7th instant on the subject of the smuggling of Opium from this country to the East, I am directed by Mr. Secretary Samuel to say, for the information of Mr. Secretary Bonar Law, that the matter has been engaging the attention of the Home Office for some time past and he agrees with the proposal that a conference of the Departments principally concerned should be held for the

purpose of considering what measures can be taken to deal with it. He has nominated Mr. Delevingne, Assistant Under Secretary of State, to represent the Home Office at the conference.
