Paraphrase of a telegram from Mr.Alston (Pexing)

1916.

With reference to your telegram No.245.

A few days ago Portuguese Minister told me in

connection with occurrences at Macao over thich he was

somewhat excited that he feared development of a

situation similar to that of 1900.

Tientsin incident and other matters mentioned in

my telegram No.369 (1) are answerable for impudent and

anti-Ally attitude of Press to which I and some of my

colleagues have made independent representations to

Chinese Government,

when meeting the Allies' representatives to-day,

I took the opportunity to mention the subject and they

agreed with me that there is nothing unusual in the

situation apart from the incidents above referred to ?

though the Chinese Government is being led through fear

of crisis in Parliament to adopt in all questions

affecting foreign interests a difficult attitude assum-

ing presumably that the attention of the Governments con-

cerned is monopolized by the situation in Europe,

With regard to the situation at Macao I am in com-

munication with Governor at Hong Kong and His Majesty's

Consul General at Canton.
