I have received information to the effect that members of the Basel Mission are actively engaged in spreading German propaganda in China to the detriment
of British and Japanese interests, and that it is probable that the Japanese Government possess
information on the subject.
Your Excellency should, if you see no objection,
approach the Japanese Government with a view to
obtaining this information.
