Eastern of November 24th on the subject of raising native
troops in Hongkong, I an directed by Viscount Grey of Fallodon to inform you that, in his opinion, any attempt to raise such a force for combatant purposes in Hongkong would irretrievably wreck the scheme for
raising labour battalions in North China.
It is understood that the Army Council
attach the highest importance to the latter project
and Lord Grey would therefore suggest that no action should be taken for the present by the Hongkong
authorities with a view to raising troops in that
Colony.
