I am directed by Viscount Grey of Fallodon
to acknowledge the receipt of Colonial Office letter
10 Ng/48569 of the 17th. ultimo, regarding the shipment of spurious opium from Macao to Mexico.
I am to inform you in reply that any action taken by His Majesty's Government in this case would, in the opinion of the Secretary of State, be for the benefit either of the Hongkong Opium Merchants or of the Chinese Opium Monopoly Company which was established at Canton in 1915. Neither of these
would appear deserving of special consideration and Lord Grey would therefore propose, subject to the concurrence of Mr.Bonar Law, to adhere to the attitude taken up in his previous letter.
