With reference to your letter (50054/1916) of
the 23rd instant relative to the discharge at Hong
Kong of a consignment of wolframite ex the Norwegian
steamship "Haldis", I am directed by Lord Robert
Cecil to refer to the letter (135652/X) from this
35195 Department of July 25th, and to state, for the Plato
information of Mr. Secretary Eonar Law, that he is
advised that in the event of the wolframite in
question being placed in the Prize Court, it does not seem probable that the consignment would be
condemned.
Lord R. Cecil considers that the enforced
discharge of the wolframite has had a deterrent
effect, and that consignment to His Majesty's Consul
at Swatow on condition that he will not give delivery
until satisfied that the ore will not reach an enemy
destination, would provide sufficient safeguards,
Lord Robert Cecil concurs therefore in Kr. Bonar
Law's proposal to approve the course suggested by
the Governor of Hongkong.
