sir,
I am directed by Viscount Grey of Fallodon to state that it has recently come to the knowledge of His Majesty's Government that Mr. Alfred Luse Scott who was before the war the British Vice-Consul at Yap, Caroline Islands, although possibly a British subject, is really an employé of the German Jaluit Comparty.
It is possible that this information may be useful for your guidance as it is also known that ar. Scott was in correspondence as recently as way last with F. Herner of the German Legation Guard at Peking.
I am,
sir.
Your most obedient
humble Servant,
(Signed) NEW.ON.
