Consul General replies as follows:-
Captain Superintendent's contract is about to
expire.
1 should like to be authorized to all meeting
of British Councillors who number six out of nine and
com'identially to impress on them that under present
circumstancer His Majerty's Government must (?groups undecypherable) put British interests firet to the
exclusion of all else and that the Shanghai municipal
police who are preponderantly British must be used primarily to help their country, a policy which cannot
be far as two years experience shows me be zealously
effected under the present Captain Superintendent whose
agreement should not be renewed.

Captain Hilton Johnson should become Captain Superintensant either permanently or, with instructions
TA to prevent few non-British detectives etc., from being cognizant of what is done in British (? interests) and to encourage zeal by rewards which in reality will come
from our Secret Service funds.
If Johnson's promotion necessitates as is probable an additional officer, I should like to be able to promise help in obtaining one from home.
