On June 81st last I had the honour to address
Tour Lordship in regard to the opening by His Britannic
Majesty's authorities at Hongkong of the mails consigned
to the United States Asiatio Fleat, and on July 14th
last you were good enough to inform me that instructions
had been issued to His Majesty's authorities at
Hongkong that mails destined for the United States
Navy should on no account be censored,
Purauant to instructions from my Government, I
now have the honour to acquaint you that the Secretary
of the Navy in Washington has been informed of the
