For last few months Messrs P Captain Johnston and Captain Seiggne have acted as intelligence committee under my superintendence meeting weekly in Consul's office to compare notes.
Suspects are watched by Shanghai Municipal Police and others, Payment is made out of Secret Service funds of which I have a little from His Majesty's Minister. Johnston and Seiggne have I understand funds from war Office and Admiralty respectively, which
Besides weekly seems to be needless for future.
I suggest meeting members and I confer as required.
the above is adequate if I am given 300 a quarter for all expenses of which account will be rendered. This would include a monthly allowance of 100 dollars for
a Consular Assistant to keep the minutes of the meetings and act as archivist.
Under this proposal no money would be expended on matters within province of Bureau without its sanction. Canning who is a merchant and ex-officer acts
as intelligence officer for G.0.0. at Hongkong.
It would be desirable to regularise Committee and inaugurate the Central Intelligence Bureau by formal
