I am directed by Lord h. Cecil to transit here- with, for the consideration of lir. Secretary Bonar Law, a copy of a despatch received from His liajesty's Consul- General at Lanila, in regard to prospective shipments of
herp to Scandinavia via Hong Kong.
In view of the possibilities disclosed in this report, I au to enquire whether it would be possible to arrange, (if no such arrangements are already in existence,) that permission for translip.ent at Hong Kong should not be given without reference to His Lajesty's Government, in order that the attitude of the colonial authorities Lay
harmonize with that of the ar Trade Department in regard
to the issue of licences for export from the Tnited in-
dou through which the trade has hitherto passed.
