wishes any instructions to be sent to tre
Governor of Hong Kong in the matter, he will no doubt first
consult the Secretary of State for India, as it was at
his instance that restrictions were placed on
the transhipment in the Straits Settlements and
Hong Kong of arms for Siam and the Dutch East Indies.
