The A-rican Charge d'Affaires presents
his compliments to His Majesty's Sear:tary of Etats
for Foreign Affairs, ind has tue honour to transmit
herewith a sory of a letter, with its angiosures,
addressed to the Department of St te by Monare. Mont-
gomery Ward and Company of Chicago, relating to the
detention by His Majesty'a suthorities at Hongkong
of certain goods shipped on two Bill of Lading from
Chicago to Bangkok, Sian, and Sourabayı, Java, and
forwarded by Japanese ateamere from Tacoma.
In submitting these papers for Viscount
Gray's consideration, Mr. Laughlin has been instructed
to enquire upon what belligerent rights His Majesty's
