Sir:-
I am directed by Viscount Grey of Fallodon to transrai t
to you herewith copy of a note from the United States
Embassy respecting the detention by the Colonial authorities
at Hongkong of certain small arms and ammunition
shipped on two Bills of Lading from the United States to
Siam and Java and forwarded by Japanese steamers from
Tacoma.
Lord Grey would be glad to be informed at Mr. Bonar
Law's earliest convenience of the exact reason why,
and in what circumstances, the goods were detained at
Hongkong.
