reference to your letter of May 13th last
(No 20985/1916), relative to the question whether pay-
ments may be made out of the assets of enemy firms which
are being liquidated in Hong Kong to enemy employés and

partners interned in Japan, I am directed by Viscount
Grey to inform you that in his opinion, in the parallel
case of a British subject interned in Austria, it is un-
likely that the German Government would allow such payments
to be made.
Consequently he considers that no such payments
should be made to Germans interned in Japan.
If the German Government later raise the point His
Majesty's Government will have to demand reciprocity.
