Canton situation.
I have received a joint telegram from the
Governor of Hongkong and the Consul General at Canton stating that Tsen who is leading attack against ( (Canton) is determined to partition China into North and South and suggesting that in view of ulterior consequences central Government should be moved to declare (Popenly) that such is the object of the struggle for Canton. Such a declaration would it is thought rally the country, as distinct from the politicians to the cause of the Government and defeat the project. (Public opinion) in the South is not likely, telegram adds, to assert itself unless given the lead by (Central Government?).
It is generally believed that movement against Centon in its earlier stages received encouragement of Japanese and Japanese Legation here as far as I know maintain a neutral attitude and is not disposed to assist Government by discouraging insurgents.
