I am consulting Consul General at Canton but I
fear there is little scope for mediation between partiss
in actual conflict at present.
Lungchikuang who was confirmed in his post as
Governor by present administration is opposed by Japan.

Tsen who enjoy Japanese support are suspected of separ- atist tendencies and are thoroughly distrusted.

Central Goverment which is however hostile të the
Powers in the matter wishes to get rid of all three and
has appointed ex Governor of Kuang Si to Governorship at
Canton and Lung is prepared to hand over to him if he
can succeed in making his way to Canton,
This would eliminate all conflict of factions and
would be best solution.
I an instructing H.l.'s Consul General to do what he
properly can to facilitate settlement.
