Your cypher telegram 10th July. Reference to Japanese intrigues. It is not clear whether you expressed concurrence in the view taken by Chinese but it is hardly necessary to warn you that any such express on of opinion by the Governor of a British Colony would be highly injudicious
and would be repudiated by His Majesty's Government. Kuangtung situation is under consideration, though intervention is out of the question in the ordinary sense of the word.
