Your Excellency,
With reference to Your Excellency's note
of June 21st rugardin, the ction of the authorities
at Hongkong in censoring mails for the American
Navy, I have the honour to inform you that
instructions have boen issued to the British

authorities at longkong that ails destined for
the American Navy shall on no account be consored.
I trust however that Your Excellency's
Goverment will take measures to ensure that these
mails are not used for the rose of forwarling
letters to persons not conected with the Nav
in order to escape censorshi), thero being res800
