Transit letters from a neutral country to enemy Gnderhap
subjects in another neutral country should not in future be returned to senders as "non transmissible", but if on examination they are found to be harmless should be allowed to proceed and if they are contrary to British or Allied interests should merely be impounded. Despatch follows by mail.
