The American Ambassador presents his compliments

to His Majesty's Secretary of State for Foreign

Affairs, and, has the honour to inform him that he

is in receipt of a communication from his Government

regarding the detention of a shipment of rubber tyres

consigned by the firm of Montgomery Ward and Company,

of Chicago, to Batavia, Java.

In a letter received by the Department of

State from Messrs. Montgomery Ward and Company, it

is stated that, the shippers have signed the usual

guarantee not to ship rubber tyres to any country

in Europe, other than Great Britain's allies, except-

ing through Great Britain, and that this is the

first instance that they have encountered where

Pacific Colonies of Holland were restricted from

receiving such shipments from America.

Mr. Page has been instructed to bring this

matter to the attention of Sir Edward Grey, and to

ask that, he may be to good as to advise him as to

the reasons for the detention of these goods by His

Majesty's Authorities in Hong Kong.
