Your Excellency:

The Spanish Consul at Shanghai has reported that the British authorities at Hongkong have held up a consignment of goods addressed to Messrs. Canella Fompido of Barcelona. I am instructed by the Minister of State to inform Your Excellency of the above and I venture to hope that you will be so good as to give the necessary directions to the authorities already mentioned in order that the goods may be no longer detained.
