My telegram of March 5th No.84.
Am informed by French Legation that in agreement
with French authorities a Swiss firm at Tiontsin has
chartered Eritish shin "Empire" of the Fastem and
Australian Steamship Company to transport the first
batch of 5,000 Chinese coolies to Marseilles from Taku.
"Empire" is due to leave on July 8th and will call at
the following intermediate British ports: Hongkong. Singapore, Penang, Colombo, Aden, Suez, Port Said and
Malta. French Consul General at Hongkong has beer
instructed to apply for the necessary license for ship
to the Governor, and French Legation request that His
Majesty's Government will give all possible help. I
said I would telegraph to you, but nointed out that
since these Chinese coolinз would procably not be
Femigrant regarded as free (? agent) - within the provisions of
Asiatic migration Ordinance 1915, there might be
difficulty in regard to ia ue of license by Govemor.
