The enclosed :emorandum from Hie

Consul-General at Canton ambodjer his views on the proposal contrined in the intercepted Transit Letter of the China xport, import and ank Cos- pany, hamburg, which was forwarded to me in our despatch e. 50 (36691/10F) of the 29th @oruary last and whiot me parsed on to r. Ja. je on for his observations.

Generally speaking, I m in a reement with the views expressed by r. unieron, but I in- clined to think that the German chene for the stablishɛent of an independent trading centre at Canton merits more serious consideration than he

reant to attach to it and that its chance of suc- cors may not depend altogether on the financial and other factors which sppear to militate ainet it at present, here ate at least one or two in- portant considerations which may favour its adop- tion. In the first place, both the Chinese Hovern- ment and the provincial authorities have lone shown a vazue desire to have a deep water port at shampon which would not in some mesture as a rival to Hongkong and be an outlet on their own soil for the trade of Louth China, À vimilar zenture was devised a few years ago to provide an open
