22, 1915, to Rev. C.E.Bousfield. Chang Ming, Ki via Owatow, South China, and Dr.William Ashmore, Swatow, China, also our original letter under date of Dec. 22nd 1915, transmitting all these papers to Dr.Razlag at the above mentioned address.

With all due respect for the exigencies of the situation, we consider this method of handling U.S. mails an imposition and unjustifiable.

We would appreciate it if your Office made an investigation and would also like to receive advice from you as to whether or not we are justified in expecting first class mail matter havin no bearing on anything pertaining to the European war to be promptly transmitted without interference on the part of the authorities of Great Britain or other nations.

Meanwhile it is important that these papers be delivered to addressee, inasmuch as delivery of goods covered by the enclosed bill-of-lading is probably contingent upon surrender of that document and would be glad to have you transmit to him under official cover, if such would be in order.

We thank you in advance for anything you can do to afford relief in this instance and to insure

proper delivery of similar matter for the future.

Yours very truly,

West Coast Grocery Company,

(Signed) J.H.Weer.

Vice President.

P.S. Will say for your information that the letter for Dr.Razlag was returned to us unopened, evidently having been returned without being censored.
