Dear Sir: -
On February 17th there were returned to us through the mails the five letters enclosed herewith, (marked by us 1, 2,3,4 and 5) stamped "Returned
Not Transmissable"
Inasmuch as the communication therein was
not of great importance to us we paid little
attention to the occurrence further than to attribute
it to one of the inconveniences resulting from the
European War and concluded that this was one of the
means adopted by British Authorities in dealing with
German subjects.
We now have had returned to us the
en closed letter addressed to Dr.Razlag, Swatow,
China, bearing the same endorsement as those referred
to above.
We respect fully call your attention
to the contents of the last mentioned envelope, which
you will note consists of an original bill-of-lading,
dated Dec.20,1915, covering packages merchandise
forwarded from here per s.s."HAWAII MARU" of the Osaka Shosen Kaisha Line, çopies of invoices, freight bill and insurance bill against the same shipment,
copies of letters written by us under date of Dec.
