transmit to you herewith co ies of correspondence
which has passed Letween ignor Volpicelli, the
Italian Consul General at Canton, and to Hongkong
Government in regard to a suposed German spy numed
Angelo Boehm.
The Governor of Hongkong appear to have acted somewhat tactlessly in the matter but under the circumstances his attitude is perhaps pardonable. Your Excellency is authorised should you think
fit, to make use of this correondence in any co-
unication you may have to ake to the italian
Goverment concerning signor Volpicelli.
