With reference to your letter of the 19th instant relative to the sailings and cargoes
of the Java China Japan steamers from Netherlands
East Indian ports to San Francisco via Manila and
Hong Kong I am directed by Lord Robert Cecil to
request that if Mr. Secretary Bonar Law sees no
objection, instructions may be sent to the Governor
of Hong Kong to report by telegraph to San
Francisco all such shipments of rubber and tin
carried by these steamers as are not consigned to
the order of His Majesty's Consul General.
