With reference to my despatches No. 22 of the 14th
instant and ko. 117 of December 16th last, I have the
honour to forward copy of a letter dated February 15th,
with enclosure, from Kr. Volpicelli, Consul-General for
Italy.

I have the honour to request that, at the request
of His Excellency the Governor of hongkong, I had Mr.
Volpicelli watched during his visite to Canton when he was
in residence as Consul-General at Mongkong, and in ugust
last I informed his excellency that Mr. Volpicelli had
visited the German Consulate on two occasions, August 19th
and 25th.
On December 9th the Governor of Hongkong in an of-
ficial letter asked for information whether Mr. Volpicelli
intended to transfer the Italian Consulate-General from
hongkong to Canton and requested that his movements at
Canton should as far as possible be watched. Mr. Volpi-
celli visited the German Consulate on December 15th and
30th and this fact was duly communicated to hongkong. I
withdrew the observations on his movemente in the middle
of last month. in February 12th I received atelegram
from the Governor of Mongkong stating that his majesty's
